আসন্ন ঈদুল ফিতরের আগে সরকারি চাকরিতে আবেদনের বয়সসীমা ৩৫ বছরে উন্নীত করার দাবি জানিয়েছে বাংলাদেশ সাধারণ ছাত্র পরিষদ। এর মধ্যে দাবি বাস্তবায়ন না হলে ঈদের পর অবরোধের মতো বৃহত্তর কর্মসূচিতে যাওয়ার হুঁশিয়ারি দিয়েছে সংগঠনটি।
আজ সোমবার দুপুরে ঢাকা বিশ্ববিদ্যালয় সাংবাদিক সমিতির কার্যালয়ে সংবাদ সম্মেলন করে এ হুঁশিয়ারি দেয় বাংলাদেশ সাধারণ ছাত্র পরিষদ। ২৫ এপ্রিল জাতীয় সংসদে চাকরিতে আবেদনের বয়সসীমা ৩৫ নিয়ে জনপ্রশাসন প্রতিমন্ত্রী ফরহাদ হোসেনের বক্তব্যের নিন্দা ও প্রতিবাদ জানিয়েছে সংগঠনটি।
সংবাদ সম্মেলনে লিখিত বক্তব্য পড়ে শোনান পরিষদের যুগ্ম আহ্বায়ক হারুন-অর-রশিদ। লিখিত বক্তব্যে বলা হয়, ‘সরকারের বেশ কিছু মন্ত্রী ও সংসদ সদস্য চাকরিতে প্রবেশের বয়স বাড়ানোর বিষয়ে আন্দোলনকারীদের অনানুষ্ঠানিক আশ্বাস দিয়েছিলেন। বিষয়টি নিয়ে জাতীয় সংসদেও বহুবার আলোচনা হয়েছে। নবম ও দশম জাতীয় সংসদের জনপ্রশাসন মন্ত্রণালয়–সম্পর্কিত স্থায়ী কমিটি চাকরিতে প্রবেশের বয়স বাড়ানোর বিষয়ে সুপারিশও করেছে। এত কিছুর পরও চাকরিতে প্রবেশের বয়স বাড়ানো হলো না। বাংলাদেশের জন্মের পর থেকে আর কোনো দাবি এতবার জাতীয় সংসদের ইট-পাথরের দেয়ালের ভেতর বসে আইনপ্রণেতার পায়ে মাথা ঠুকে মরেনি।’
২৫ এপ্রিল সরকারি চাকরিতে আবেদনের বয়স ৩৫ বছরে উন্নীত করতে স্বতন্ত্র সংসদ সদস্য সাংসদ রেজাউল করিম জাতীয় সংসদে এ–সংক্রান্ত একটি বেসরকারি সিদ্ধান্ত প্রস্তাব উত্থাপন করেন। প্রস্তাবটি কণ্ঠভোটে প্রত্যাখ্যাত হয়। ওই স্বতন্ত্র সংসদ সদস্যের বক্তব্যের পরিপ্রেক্ষিতে জনপ্রশাসন প্রতিমন্ত্রী ফরহাদ হোসেন বলেছিলেন, সরকারি চাকরিতে প্রবেশ ও অবসরের বর্তমান বয়সসীমাকে সবদিক বিবেচনায় সরকার যৌক্তিক মনে করছে। বিশ্ববিদ্যালয়গুলোয় কোনো সেশনজট না থাকায় ২৩ বছরে শিক্ষার্থীর স্নাতকোত্তর ডিগ্রি পাচ্ছেন। সংবিধান ও চাকরি বিধিমালা অনুযায়ী পূর্ণ পেনশন পেতে ২৫ বছর চাকরি করতে হয়। কেউ ৩৭ বছরে চাকরিতে যোগ দিলে ২৫ বছর পূর্ণ করতে ৬২ বা ৬৩ বছরে অবসরে যেতে হবে। কিন্তু অবসরের বর্তমান বয়স ৫৯ বছর থাকায় প্রবেশের বয়স বাড়ানোর সুযোগ নেই। এতে পেনশনের নানা জটিলতা সৃষ্টি হবে। তা ছাড়া অবসরের বয়স বাড়ানো হলে নতুনরা চাকরি থেকে বঞ্চিত হবেন।
জনপ্রশাসন প্রতিমন্ত্রীর বক্তব্যকে আংশিক সত্যের অপলাপ ও আংশিক ‘উদোর পিণ্ডি বুধোর ঘাড়ে চাপানো’ হিসেবে আখ্যা দিয়েছে বাংলাদেশ সাধারণ ছাত্র পরিষদ। সংবাদ সম্মেলনে পরিষদের পক্ষ থেকে বলা হয়, সেশনজট না থাকার বিষয়ে প্রতিমন্ত্রীর বক্তব্য পুরোপুরি সত্যের অপলাপ। ২৩ বছর বয়সে শিক্ষার্থীদের স্নাতকোত্তর ডিগ্রি লাভের বিষয়টি পুরোপুরি অবান্তর। সংবিধানের ২৯ (১) অনুচ্ছেদে সরকারি নিয়োগ লাভে সুযোগের সমতার কথা বলা হয়েছে।
চাকরিতে প্রবেশের বয়স বাড়ানোর প্রস্তাব এনে সংসদ অধিবেশনে রেজাউল করিম বলেন, বিশ্বের ১৯২টি দেশের মধ্যে ১৫৫টি দেশে চাকরিতে প্রবেশের বয়স ৫৫ বছর কোথাও কোথাও ৫৯ বছর পর্যন্ত। দেশে এখন শিক্ষিত বেকার ২৮ লাখের বেশি। শিক্ষিত বেকার পরিবারের জন্য বোঝা। শিক্ষার্থীরা সরকারি চাকরিতে কোটা সংস্কারের জন্য আন্দোলন করেছিলেন। তাঁদের সে সময় রাজাকার, শিবির, জঙ্গি বানানোর চেষ্টা হয়েছিল। এখন চাকরিতে প্রবেশের বয়স বাড়ানোর জন্য আন্দোলন করছেন। চাকরি না পেয়ে অনেক যুবক মাদক, ছিনতাই ও অন্যান্য সামাজিক অপরাধমূলক কর্মকাণ্ডে জড়িয়ে পড়ছেন। শিক্ষার্থীদের ভবিষ্যতের কথা চিন্তা করে চাকরিতে প্রবেশের বয়স ৩৫ বছর করা উচিত হবে।
